Alex Chiasson

As the Director of Technology at AEP, Alex Chiasson brings a wealth of experience and expertise to the role. With a background in emergency management and a Bachelor's degree in Criminal Justice & Psychology from the University of Massachusetts Lowell, Alex has a unique perspective on utilizing technology to enhance operational efficiency and ensure security and compliance.

In his current position, Alex oversees AEP's technology systems, providing support and troubleshooting to ensure smooth operation. He stays abreast of the latest technology trends and works closely with vendors to implement innovative solutions that meet AEP's needs. Drawing on his experience as a 911 dispatcher for Waltham, Massachusetts, Alex understands the critical role technology plays in emergency management and is dedicated to leveraging it effectively. 

Outside of work, Alex is an avid consumer of music & film, and hopes to one day keep a plant alive for longer than a month.

Coilin emigrated to the USA from Ireland in 1995 with a BA in Hospitality Management. He is an enthusiastic professional with a passion for establishing and developing client and team relationships. Skilled in the design of team based operations, focusing on professional growth and excellence in performance. Coilin has extensive coaching practice and his experience has led to a calm demeanor and ability to adapt to evolving situations with ease.

Coilin always enjoys time spent traveling with his wife Melanie and their two young daughters, as well as coaching rugby at all levels and age grade from high school and up.

Emily graduated from Boston College in 2020 with a BA in English. She is passionate about content creation especially when it comes to businesses with a great message and purpose like AEP. Emily has done freelance work for non-profits, private practices, and artists since graduating which has given her valuable insights on the different marketing needs from business to business. She hopes to spread the word about AEP far and wide on social media and believes it is not only a source for entertainment but is a great tool for discovery and education as well!

In her free time Emily is a fitness instructor and a proud cat-mom to Misa!

The Lifeline 911 Podcast

Erica Roberts was born in Shreveport Louisiana, and moved to Austin, Texas, when she was nine years old and has called Austin her home for most of her life. Hook’em Horns!!! 

She was hired as a 911 dispatcher for the Austin Police Department in 2001; she became a certified training operator (CTO) within the first couple of years, and has trained ever since. With becoming a CTO, she found a passion for teaching, helping to grow other telecommunicators and shape their careers in her own way. 

Erica was promoted several times before relocating to Denver, Colorado in 2007. In Denver, she was a 911 operator, and became a CTO as soon as she was eligible. While in Denver, she had the pleasure of working as they hosted the 2008 Democratic Convention.

She was also a part of the pilot program that changed the way Denver 911 took calls, using Pro-QA to triage medical calls instead of transferring them to EMS.

Erica returned to Austin in 2013 as a dispatcher, and again became a CTO as soon as she was eligible. Now, as an active supervisor, she continues to work radio channels and take calls, and tries to never miss a chance to coach and teach. She also heads up the center’s “Welcome Wagon” and the “Community Outreach Team” that educates the public on 911 operations.

Erica co-hosts the podcast “Lifeline 911“, whose mission is to discuss issues and stories related to Emergency response services, with specific emphasis on Emergency Communication.

Justin J. Prescott

Justin J. Prescott's impressive background in emergency preparedness and operations makes him a valuable asset in his role as Director of Operations at AEP. With extensive experience in the City of Waltham's 911 Telecommunications Department, Justin has gained a deep understanding of emergency response procedures and training methodologies.

His diverse skill set, which includes certifications in emergency medical dispatch, active shooter response, mass casualty incident management, counterterrorism, and various other specialized areas, demonstrates his commitment to continuous learning and professional development.

Justin's passion for teaching and his experience as a Communications Training Officer and Quality Control Officer further highlight his ability to effectively convey complex information and ensure operational excellence.

Paul Bio Pic

Paul J. Bourgeois, Ph. D.

Paul J. Bourgeois is an Assistant Professor in the Clinical Mental Health Counseling program at the University of New Haven. Dr. Bourgeois received his PhD in Rehabilitation Counselor Education at the University of Arizona. He is a Certified Rehabilitation Counselor (CRC) and National Certified Counselor (NCC). Dr. Bourgeois has published and presented on issues related to ethical behavior and professional issues in counseling.

Tatiana Rivera

 Born in Bayamón, Puerto Rico and raised in Hampton, Virginia in a military family, Tatiana Rivera has always carried a strong sense of service and community. After completing her bachelor’s degree in Criminal Justice with a focus on Sociology, she moved to Austin, Texas in 2013, where she began planting long-term roots.

In 2014, Tatiana joined the Austin Police Department as a 911 dispatcher. Her commitment to excellence and calm under pressure led her to become a Certified Training Officer (CTO), where she mentored and guided new dispatchers. Her leadership abilities and dedication propelled her upward, and she now serves as a 911 Emergency Communications Supervisor.

Tatiana holds a Master of Criminal Justice with a focus on Public Safety Management and Leadership, further reinforcing her expertise in emergency communications and organizational leadership.

She is a committed member of the department’s Peer Support team, prioritizing the mental health and well-being of her staff. Tatiana also plays an active role in community outreach, educating the public about 911 operations and helping build trust and understanding between emergency services and the communities they serve.

Additionally, she assists in coordinating and training for special events across the city. Driven by purpose and compassion, Tatiana continues to lead with integrity, supporting her team and enhancing public safety through every aspect of her work.

Tatiana is passionate about supporting her team, educating the community, and ensuring that every voice on the other end of the line is heard and cared for with professionalism and empathy.

Ted Bourgeois

As the Director of Education at AEP, Ted Bourgeois brings a wealth of experience and expertise to his role. With a background spanning over four decades in the emergency field, Ted's journey began as a Company medic in the U.S. Army in 1982. Since then, he has continuously evolved his skills and knowledge, becoming proficient in various areas crucial to emergency response.

Ted's dedication to education is evident in his extensive training certifications, which include tactical police and fire dispatching, critical incident stress counseling, suicide prevention, domestic violence intervention, hostage negotiation, active shooter response, counter-terrorism tactics, and advanced fire training. His military experience equipped him with essential skills in creating Emergency Action Plans and fundamental emergency procedures.

Throughout his career, Ted has transitioned from being an instructor in basic CPR and first aid to becoming an APCO certified instructor in call-taking and a Certified Training Officer. His commitment to staying updated with industry standards ensures that AEP's educational offerings remain relevant and effective.

Now retired from active service, Ted continues to contribute to the emergency response community by promoting industry awareness and providing essential training. His role at AEP involves developing educational material and coordinating the delivery of courses tailored to meet the evolving needs of clients.

Toni Scioneaux

Mrs. Toni Scioneaux is currently a Lieutenant in the dispatch center at the Ascension Parish Sheriff’s Office. With over 11 years at the Sheriff’s Office, she has expanded her career to include teaching and being a 911 training consultant with American Emergency Preparedness.

Toni was raised in St. Amant, Louisiana, a small-town Southeast of Baton Rouge. She found a love for animals and outdoors at a young age and she began riding horses as soon as she could sit on one. She spent some time after high school, living in southern Oklahoma riding for professional trainers. Once back home in Louisiana she got a job with the Ascension Parish Sheriff’s Office, where she quickly found her groove and it has been history since!

While at the Ascension Parish Sheriff’s Office, Toni has had many roles; Staff Sergeant, Lieutenant, Certified Training Officer, served on the disciplinary review board, and currently serves on the hiring board for HR.

During her down time, Toni and her husband raise cattle on their family ranch. She still participates in rodeo events and barrel races while she isn’t on shift in the 911 center or teaching. Toni is committed to developing leaders for today and the future while making positive change in the 911 industry.
